Knowledge mobilisation in public service reform: integrating empirical, technical and practical wisdom

Background Public service practitioners on all levels aim to solve increasingly complex policy problems by making use of different forms evidence. While there are many models knowledge mobilisation, not enough attention is paid the types that mobilised for public reform. Ward (2017) has returned Aristotle’s types; empirical, technical and practice wisdom, address this gap. Aims objectives This paper applies theoretical work Flyvbjerg (2001) everyday frontline providers with identifying core elements mobilisation in reform context local governance. Methods The data from a case study Scottish authority conducted as part What Works Scotland research programme. derives insights 16 qualitative interviews housing, waste management, policing greenspace services, 12 observations, analysed using thematic analysis. Findings findings suggest empirical or sufficient its own sustainable solutions localised problems. wisdom providers, balancing ethical concerns diverse perspectives, form fully valued recognised Discussion conclusions Future should understand how integration might be achieved through more co-productive relationships between researchers, mobilisers providers.
